Healthy Start Index / Definition
Numerator: Number of infants weighing 2,500 grams or more born in-state to mothers who are Georgia residents, who receive prenatal care in the first trimester, and who do not drink alcohol or smoke during pregnancy.
Denominator: Number of infants born in-state to mothers who are Georgia residents.
Rate Calculation: 100 times the numerator divided by the denominator.
Note: Records with any of these variables missing are excluded from the numerator and denominator. Any records with smoking or drinking "yes" are included, even if the other is missing. Out-of-state births were excluded because the smoking and drinking variables were missing for those records. LNE (low number event) indicates that there were four or fewer events on which rates would be based.

Numerator: : Number of pregnancies to Georgia teen residents ages 15-17 at the time of the event.
Denominator: Number of females ages 15-17.
Rate Calculation: 1,000 times the numerator divided by the denominator.
Note: Pregnancies resulting in live births, fetal deaths, and abortions are included. In the event of a multiple (e.g., twin) birth (or fetal death), the event is counted only once. For example, a birth of twins is only one pregnancy.

Incidence of STDs for Youth Ages 15-19 / Definition
Numerator: Number of cases of sexually transmitted diseases (STDs) that have been diagnosed in youth, ages 15-19.
Denominator: Number of youth ages 15-19.
Rate Calculation: 1,000 times the numerator divided by the denominator.
Note: Sexually transmitted diseases include Chancroid, Chlamydia trachomatis, Gonorrhea, Lymphogranuloma venereum (LGV), Syphilis - Primary, Syphilis - Secondary, Syphilis - Early Latent, Syphilis - Other, Syphilis - Congenital. LNE (low number event) indicates that there were four or fewer events. If there were none, a "0" is listed.

Teen Violent Deaths (Ages 15-19) / Definition
Numerator: Number of deaths by accident, homicide, and suicide to Georgia teen residents ages 15-19.
Denominator: Number of Georgia teens ages 15-19.
Rate Calculation: 100,000 times the numerator divided by the denominator.
Note: These deaths (through 1998) were identified from the computer-generated "short codes" (clusters of the International Classification of Diseases [ICD-9] codes), and include all deaths with codes 50 to 62 inclusive. The ICD-10 codes were used to code cause of death on Georgia death certificates for 1999 and after. "Short codes" based on the ICD-10 classification were defined by the KIDS COUNT staff at the Rollins School of Public Health. Accidents include motor vehicle accidents and all other accidental deaths (i.e., deaths due to falls, fire, poisoning, etc.). LNE (low number event) indicates that there were four or fewer events on which rates would be based.

Note: Children from low-income families are children classified as Category One. Children are classified as Category One if they participate in one of the following: Food Stamps, SSI, Medicaid, Temporary Assistance for Needy Families (TANF), CAPS program, or PeachCare for Kids. Children who participate in the free and reduced-price meal program through the center/school in which they attend also may be counted.

Numerator: Number of students meeting or exceeding state standards on the Georgia Criterion-Referenced Competency Tests for promotion in reading in 3rd, 5th, and 8th grades and math in 5th and 8th grade.
Denominator: Number of students taking the Georgia Criterion-Referenced Competency Tests in reading in 3rd, 5th, and 8th grades and math in 5th and 8th grade.
Rate Calculation: 100 times the numerator divided by the denominator.

Students Who Graduate from High School on Time / Definition
Numerator: Number of students who entered 9th grade in a given year and were in the graduating class and received a regular diploma four years later.
Denominator: Sum over the four-year period of dropouts; students receiving special education diplomas; students receiving Certificates of Attendance; and students receiving regular diplomas.
Rate Calculation: 100 times the numerator divided by the denominator.

Note: The HOPE scholarship qualifying grade point average was changed in the 2004 session of the Georgia General Assembly. The change affects all Georgia students (public and private) in the graduating class of 2007 and those who graduated earlier, but did not start a college career until May 1, 2007 or later. Note: If there is substantial, credible evidence that abuse or neglect has occurred, a report is determined to be substantiated. An incident count represents the number of maltreatment events that occurred. One child can have more than one incident.
